Purpose of the position

Responsible for providing statewide leadership in curriculum development in the Technology learning area and in the wider educational context in the Curriculum and Assessment Directorate. Responsible also for providing advice on the registration and accreditation of non-government schools throughout the state and for home schooling with Registration and Accreditation Branch.

Organisational context of the position

Curriculum and Assessment Directorate is a division of the Office of the Board of Studies and is responsible for the management and development of curriculum materials for all primary and secondary education in NSW.

Registration and Accreditation Branch is a branch of the Regulatory and Management Services Directorate responsible for the registration of non-government schools and children for home schooling.

Curriculum and Assessment Directorate is responsible for:

  • identifying curriculum and assessment development needs and priorities in consultation with stakeholders for inclusion within the Board’s strategic plan
  • developing courses of study in primary and secondary education and providing support for these courses
  • providing appropriate leadership, project management and/or strategic advice for or through the Board of Studies, President and Chief Executive:
    • to advise ACARA on the formulation of the National Curriculum
    • to the NSW government on the appropriateness of the national curriculum for NSW schools
    • on the coherence, rigour and intellectual base of the national curriculum and the implications for implementation
    • to ensure the breadth and depth of the formal curriculum K–12 is as complete as possible for NSW
    • to develop policy for the implementation of the national curriculum in the learning area.
    • to develop support materials for the implementation of national curriculum in the learning area
  • monitoring the application of Board policies in schools
  • establishing and maintaining effective relationships with key stakeholders in the public and private education system across the state, with universities, TAFE, unions, parent bodies and other organisations to gain their contribution to curriculum development
  • providing strategic advice to the Board of Studies, President and Chief Executive on statewide curriculum and assessment developments
  • recommending the registration of non-government schools and their accreditation
  • advising the Board and its committees on curriculum policies, strategies, processes and standards for the development of all curriculum and for the development and review of curriculum.

Registration and Accreditation Branch is responsible for:

  • recommending the registration of non-government schools and their accreditation
  • recommending the registration of children for home schooling
  • recommending the recognition of interstate and overseas schools to present candidates for the NSW Higher School Certificate examination.

Knowledge, skills and experience

Appropriate tertiary qualification(s). Comprehensive understanding of state and national practices and trends in education in the Technology learning area for Kindergarten to Year 12. Demonstrated ability to provide leadership in the Technology learning area. Expertise in developing successful curriculum for schools. Knowledge of recent developments in education in schools. Superior oral and written communication, interpersonal and negotiation skills. Comprehensive understanding of Board of Studies policies and practices. Knowledge of vocational education developments in NSW.

Key responsibilities/accountabilities

  • Provides strong and effective leadership in the area of curriculum and assessment development and implementation in the Technology learning area and in the processes of the Higher School Certificate.
  • Manages the cost effective and timely development and delivery of curriculum and assessment materials in the Technology area according to the Board’s plan.
  • Provides sound and timely advice to the Board on registration and accreditation of non-government schools K–12 throughout NSW.

Reporting relationships

The position of Board Inspector, Technology Education is one of fifteen (15) positions directly accountable to the Director, Curriculum and Assessment.

There are from time to time positions which have a direct reporting accountability to the Board Inspector, Technology Education.

Functions

  • Advises the Minister (through the Chief Executive), the Board, its committees, schools and other educational organisations on policies, strategies, processes and standards for the development of K–12 curriculum and for the review of such curriculum.
  • Manages curriculum and assessment projects in accordance with the Board of Studies and Office of the Board of Studies strategic plans.
  • Contributes curriculum and assessment and syllabus expertise to Office of the Board of Studies assessment, examination and other related projects.
  • Provides advice to the Office’s Chief Executive (through the Assistant Director, National Programs and the Director, Curriculum and Assessment), the Board and President on ACARA national curriculum and initiatives.
  • Provides advice to the Office’s Chief Executive, (through the Assistant Director, National Program and the Director, Curriculum and Assessment) the Board and President on statewide curriculum and assessment initiatives.
  • Provides advice about state, national and international curriculum and assessment initiatives relevant to areas of responsibility.
  • Provides sound and timely advice to the Board and/or the Minister through the Chief Executive, Office of the Board of Studies about the registration and accreditation of non-government schools and home schooling in NSW within the framework of the Education Act 1990 and the Administrative Decisions Tribunal Act 1997.
  • Establishes and maintains leadership in areas of responsibility through effective relationships with school systems, TAFE, universities, professional associations, other educational, government industry and community organisations and individuals.
  • Provides effective leadership and manages a team of curriculum, administrative and project officers.
  • Ensures the effective, efficient and timely use of resources within the limits of allocations and the framework of public sector legislation.
  • Ensures the work environment is free from all forms of discrimination and harassment.
  • Ensures equal opportunity is applied to all staff under supervision including fair work, practices and behaviours.
  • Ensures that the principles of cultural diversity are applied in responding to the work of the branch or the needs of individuals.
  • Ensures OHS policies, procedures and systems are effectively implemented so that the workplace under supervision is safe for officers and visitors.
  • Maintains an awareness of OHS issues and the Office’s injury management strategies.
  • Other related duties as assigned by the Director, Curriculum and Assessment.

The functions to be performed by the officer in order to achieve the key accountabilities of the position have been explained in detail as part of the officer’s induction, by reference to the branch’s management plan, policy and procedures manual or other appropriate process designed for this purpose.
