Background to the review
In 2012, the Minister for Education, the Hon. Adrian Piccoli MP, asked the Board of Studies NSW to undertake a review into languages education in NSW.
Guided by the terms of reference, the Board engaged in initial discussions with key education stakeholders. Board officers also conducted a stocktake of current language provision and participation in NSW, analysis of past NSW and Commonwealth language initiatives, and extensive research into best practice and recent developments in languages education in NSW, Australia and overseas.
Based on the review process, a consultation paper, reference paper and an overview for consultation were developed. These key consultation documents included six initial proposals for a broader, more inclusive languages education for NSW students.
From October to December 2013, widespread consultation on the six initial proposals was undertaken.
In February 2014, a consultation report was developed and presented to the BOSTES Board for noting and endorsement.
A series of recommendations arising from the research and consultation were developed into proposed actions. The proposed actions were endorsed by the NSW Schools Advisory Council in April 2014 and were approved by the Minister in June 2014. The proposed actions incorporate the development of a languages education policy for NSW schools.

The consultation report provides the key findings on the six initial proposals and additional themes emerging from the consultation data. The report also provides information about the consultation process and the consultation respondents.
The consultation paper provides an overview of the key issues that comprise the languages education landscape in NSW and touches on the features of languages education programs and best practice pedagogies. It also outlines the six initial proposals for consultation as a framework for a broader, more inclusive languages education for all NSW students.
We ask that respondents at least read the consultation paper before completing the survey.
The reference paper provides a comprehensive, evidence-based analysis of the key issues that comprise the languages education landscape in NSW. It investigates the different types of languages education programs, the arguments about when to begin languages education, and best practice pedagogies currently used in NSW, other jurisdictions and overseas. It provides a rigorous foundation for the six initial proposals for consultation as a framework for a broader, more inclusive languages education for all NSW students.
